This would mean that total, Ms. Peck has acquired 28 citations in less than 10 years in Los Angeles, most of them resulting in convictions and the ones that were dismissed, were dismissed only because of a plea, not because of lack of guilt. NOW WE HAVE BREAKING NEWS...CLOSE TO THREE YEARS LATER...
BREAKING NEWS, Tehachapi, June 20, 2008...Kimi Peck, a 60 year old 'hoarder' or 'rescuer', finds herself in hot water AGAIN - continuing to jeopardize the over 200 dogs she has living in her home (that is deteriorating), including living in cages in her basement, and in kennels outside. We have learned that Ms. Peck was again NEGLIGENT. She was cited in the latter part of 2005 (when she first moved into her Tehachapi 'sanctuary' after being legally shut down in Burbank), then again in 2006, 2007 and presently in 2008 - AS WE SPEAK, MS. PECK HAS UNTIL JULY 21 TO COMPLY WITH THE LAWS THAT SHE HAS BEEN BREAKING SINCE SHE MOVED INTO KERN COUNTY. The citations? Operating a rescue without a kennel permit and continuous use permit (has she NOT learned from her previous convictions of operating illegal kennels?). Basically, for the past three years, Ms. Peck has continuously lied to Kern County officials by telling them she was/is no longer a rescuer - instead, she claimed that the over 200 dogs in her care were/are her own personal pets. She even went so far as to license each one individually to herself (though she is not current on 100 of these licenses). This would mean that Ms. Peck was/is not allowed to collect monies on their behalf. Not surprising, Ms. Peck has been/is collecting hundreds of thousands of dollars on their behalf - not only lying to Kern County officials but also lying to every single person and entity that has donated monies/grants to her unlicensed and illegal 'sanctuary'. It also appears that Ms. Peck has lied on her 2006 Chihuahua Rescue Tax Return (available on Guidestar.com). Question is...what will Ms. Peck do next, BESIDES BLAME OTHERS FOR HER OWN NEGLIGENCE? It's obvious that Kern County is finally onto Ms. Peck...so, are they going to legally shut her down and throw a bunch of fines at her for breaking the laws for the past three (3) years? This is a picture of Kimi Zan Peck, 60, president of Chihuahua Rescue and Sanctuary, a non-profit 501c3 organization now located in Kern County, California. Kimi Peck is holding her newly purchased puppy at her formerly licensed and now closed 'Sanctuary' in Burbank, California. This purebred Golden Retriever puppy was purchased by Peck from a Backyard Breeder.
According to many former volunteers and others in the animal rescue community, this Golden puppy is just one of many purebred puppies Ms. Peck has purchased from backyard breeders. Also in Burbank, Peck acquired the following charges and convictions resulting in the shut down of this 'Sanctuary'.
Many feel that Ms. Peck was not properly taking care of the over 350+ animals that called Chihuahua Rescue and Sanctuary in Burbank their home.
Many have seen animals die careless deaths, suffer from untreated diseases, and live day in and day out in filthy dirty cages without getting any exercise. Though Ms. Peck claims she has adopted out over 5000 animals and spent close to 10M of her own money in rescue, others see a woman who fits the description of an Animal Hoarder. |

Look at more of the very adoptable Chihuahuas that Ms. Peck refused to adopt out. Like the other 350+ dogs she was, in many people's opinions, hoarding, they had to live in filty dirty rodent infested deplorable conditions until Ms. Peck was forced to shut down her Burbank 'Sanctuary'. Is Ms. Peck's Tehachapi 'Sanctuary' any better? Is she opening her doors to the public?
Does she have regular business hours where people can come visit with her animals and see her 'Sanctuary'? If Ms. Peck has nothing to hide, she should open the doors and let people see for themselves. Ms. Peck actually believes and wants you to believe that the dogs living in her filty dirty cages were loved and well cared for.. |

Why is Ms. Peck still even in business with all of her charges and convictions in Burbank? The answer is Burbank just wanted her out of their city and they forced her, by court order, to close. The problem is, people like Ms. Peck, with all of her charges and convictions, run to places like Kern County because Kern County does not have strict rules and regulations regarding animal welfare. Kern County seems to encourage people like Ms.
Peck to move into their community. Very sad for the animals. By the way, Ms. Peck is on Los Angeles' shelters DNA (Do Not Adopt) List. Los Angeles Shelters will not adopt out any animals to Ms. Peck or anybody affiliated with Chihuahua Rescue. |

THESE THREE DOGS DID NOT HAVE HAPPY ENDINGS. THEY HAD VERY DISTURBING AND SAD ENDINGS. The first picture is of a beautiful JAPANESE CHIN named HALLIE. CHIN RESCUE wanted to foster Hallie in a loving and warm home, provide proper vet care and find her a wonderful family to adopt her.
Unfortunately, Kimi Peck refused them the dog. She even went so far as to refuse any prospects for adoptions period claiming Chin Rescue would try and take her. Hallie spent her days and nights in a cage in a kennel with many viruses floating around. Hallie died in her cage from pneumonia. WILLY, the middle cutie, was found in the dessert. He had some health issues and Kimi Peck claimed she was treating them (with no records). For this reason, Kimi felt the best place for Willie was in her kennel living in a cage opposed to a loving and caring family. Willie caught the 'kennel cough' virus floating around the kennel and well, never seemed to recover. Willie also died. The third handsome boy, BEATLE, was just 4-6 months old when Kimi got him.
Beatle suffered from bad demo mange. Nobody ever saw Kimi Peck treat the dog and there were no records to prove either way. Beatle, too, lived his puppy days in a cage at Chihuahua Rescue and Sanctuary in Burbank. A few people wanted to adopt him including a wonderful couple from San Diego.
They even drove numerous times to the kennel to see him. Kimi Peck refused to return their phone calls and decided the best place for Beatle was with her. Beatle died as a puppy. |

THE HAPPY TALE OF MADONNA’S FORMER CHIHUAHUAS, CHIQUITA AND EVITA AND THE
VERY SAD TALE OF MADONNA’S FORMER CHIHUAHUA, ROSITA.
MADONNA’S FORMER CHIHUAHUAS, CHIQUITA AND EVITA, are being held by Patricia
Wingfield, Vice President of Chihuahua Rescue and Sanctuary in 2005, in
their permanent home. Patricia Wingfield is also one of Chihuahua Rescue’s
money enablers. We X-ed out her face.
Chiquita and Evita were adopted out to a loving and wonderful person. This
person wanted to originally adopt all three Chihuahuas, including Rosita,
and give them all a warm and loving home to spend the rest of their lives.
However, Kimi Peck was not ready to adopt out the dogs for a good six
months. Apparently, for the 6 months the three Chihuahuas lived with Kimi
Peck at her Burbank ‘Sanctuary’, they lived in a pen right next to the front
door, where there was a cold draft. ROSITA DIED. Former volunteers also
claimed that poor Rosita had no teeth and instead of giving her soft food or
even soft kibble, Kimi insisted on her eating hard kibble (another reason
why she remained grossly thin and her resistance very low).
According to former volunteers and an apparent autopsy report, Rosita died
from pneumonia. Unfortunately, Rosita was not alone. There had been
numerous outbreaks at the Chihuahua Rescue and Sanctuary in Burbank, where
many dogs died from the parvo virus, distemper, kennel cough going
untreated, pneumonia, etc. Also according to many former volunteers and
even former veterinarians, many of these viruses could have been avoided if
the dogs were properly vaccinated. |

This poor sweet puppy was found under Kimi Peck’s desk in this filthy dirty crate with NO FOOD AND NO WATER. Where was Kimi Peck when this picture was taken? THE MOVIES.
Thank goodness a volunteer saw this poor dog and not only cleaned the crate but also provided food and water. When Kimi Peck was questioned about this dog, she did what she does best AND WHAT SHE ALWAYS DOES, BLAMES SOMEBODY ELSE. Who did she blame this time? Sam, the kennel manager. She said that Sam must have forgotten to clean the cage because he was ‘distraught’ over a dog that ‘accidentally’ died a horrific death in the clothes dryer that is located in the laundry room in DISNEYLAND. Sam, who enjoys his ‘music and Howard Stern’ especially while hosing down the pavement and doing his laundry, and this particular laundry time was no exception, had headsets on and was not able to hear the dog who jumped into the dryer and well, was probably barking and crying to get out…Yet another careless and horrific death for a dog to have to suffer while living AND THEN DYING at Chihuahua Rescue and Sanctuary. |

This is a picture of one of the many 'Sanctuaries' Kimi Peck has rented over the years. This trailer sits on the Edmondson's property in Los Angeles County. Kimi Peck and her boyfriend, DAVE MABRA, rented this trailer and some land back in March of 2002. The Edmondsons, who were Kimi Peck's former landlords, are superb rescuers who have owned and operated the same kennel/rescue for over 30 years. In addition, they have always received A's on their inspections (YES, KIMI PECK, IT IS POSSIBLE). Karin Edmondson wrote a four (4) page heartfelt letter in regards to the deplorable conditions Kimi Peck had her animals living in. Kimi Peck was only allowed 40 animals. She had OVER 150. Again, the animals were living in filthy, deplorable conditions. Many of them were living in crammed cages in this trailer, hidden so Karin would not be able to see them. When she did, she asked Kimi Peck to leave. The last paragraph in Karin Edmondson's letter reads as follows: "From what I have witnessed in regards to Ms. Peck, I feel that she is a HOARDER. There is more to rescue than saving a life. There has to be quality of life and the hope of a new home." This full letter is available to read on this site.

Collett, D.V.M, a former Veterinarian to Kimi Peck states in a letter he wrote to describe his experience with his former ‘rescue’ client. Yet another professional who has come forward to try and help the dogs. The above picture is a picture of a dog-named Autumn.
A story is available to read in the gallery section. Take a good look at this cage…Dr. Collett was Kimi Peck’s vet a few years ago. This picture was taken in April of this year (2005). He described Autumn’s cage, and many other dogs living under Kimi Peck’s care, perfectly…disease prominent and despicable conditions. Kimi Peck has a HISTORY of not keeping her animals content, disease free and, well, SANITARY. AS WITH EVERY OTHER PICTURE ON THIS WEBSITE, THIS PICTURE WAS NOT AND HAS NOT BEEN ALTERED IN ANY WAY.

Saluki Rescue has offered to foster this Saluki. Place him in a caring and warm home with a loving family. Provide proper medical services. Now, we are in no way saying that Kimi Peck does not and is not taking proper care of her Saluki, we are just trying to understand why a woman who claims to be a caring rescuer would not want the best for this Saluki. Maybe in her mind this is the best for the Saluki...Hmmm...interesting... |

"...fecal too numerous to count..." says Debbie, a Burbank Animal Control officer who cited Kimi Peck's Chihuahua Rescue in Burbank in 2003...THE CITATIONS CONTINUED AND SO DID THE CONVICTIONS. Then, in May of 2005, Kimi Peck was hoping for yet another permit - instead, what she received was another citation stating 'PERMIT NOT APPROVED BECAUSE OF SANITATION ISSUE...KIMI PECK HAS BEEN WARNED ABOUT THIS IN THE PAST". Within a few weeks, a major inspection was conducted at Kimi Peck's 'Sanctuary' and total, 11 criminal violations were filed for consideration. This would happen six weeks after Kimi Peck was told to 'CLEAN UP' by Burbank Animal Control. Lt. Speirs states 'all of the charges filed against Kimi Peck were the direct result of the officers conducting the inspection.' The final outcome "plea bargain and Kimi Peck agreed to cease her operation..." FYI.
No outside witnesses were called and no outside evidence was used in Kimi Peck's most recent conviction...IN OTHER WORDS, NOBODY BUT KIMI PECK IS TO BLAME FOR THIS CLOSURE.

Tiffany and Gaylord are two dogs Kimi Peck claims she grabbed right before they were going to be euthanized. She also claims she was/is rehabilitating both of them (we would like to see the records to prove this??? Oh, sorry, we forgot, Kimi Peck got convicted for not keeping records). TIFFANY, the beauty tied to the table, was named after the famous landmark in New York.
Here, she spent her days and nights tied to this table until Burbank Animal Control finally questioned Kimi about this (we guess they were tired of stepping over her during the inspections). Though housebroken (and this is known because the few times she did get out, she actually did her business outside), she unfortunately had to call the newspapers her 'toilet'. Her 'after' picture is available in the 'Gallery' section. Her new home was/is an enclosed, how can we say this nicely, cage. Yes, her 'portable toilet'
was transferred. GAYLORD, the poodle, as you can see in this picture, is well, loving life and extremely happy he was rescued by Kimi Peck 'just in the knick of time'. Why, you ask? He's living life in the 'Sanctuary' part of Chihuahua Rescue. His 'cage' is considered a Penthouse Suite with such amenities as daily food and water, daily changing of his 'toilet', turn down service (oh, wait, he doesn't have a bed...sorry, Gaylord...)...Oh, I know this picture does not exactly confirm the food and water and toilet part...maybe that's because, well, this picture was taken at night...his 'maid' service is done about 1PM. "She's not a hoarder. It's very sad. People want to believe the worst in people." stresses Pamela, a loyal volunteer to Kimi Peck during an interview with the LA Times. Also in this same article, Kimi Peck's boyfriend, Dave Mabra, emphasizes "She doesn't abuse animals, it's just the opposite. She's saving animals that have been abused." Dave, by the way, should probably know...he has been living with Ms. Peck over the years, including, we were told, in her illegal kennels. He was also mentioned as a defendant in one of Ms. Peck's many lawsuits filed against her by former landlords who had no idea that their homes were being used as animal 'sanctuaries' housing hundreds of animals in cages (available on this site). FINALLY, KIMI PECK HERSELF CRIES TO A NEWSPAPER "The efforts of the former volunteers were done to smear my reputation and I am contemplating legal action against the group..." Peck goes on to state, proudly "IT WOULD BE A TRAGEDY TO THE CHIHUAHUA BREED IF I RETIRED"...**UPDATE: Ms. Peck did, in fact, file a lawsuit against former volunteers regarding 'smearing' her reputation. She immediately dropped it. She has not retired, to date, from 'rescuing'...or, as we see it, HOARDING. |

accountant for Chihuahua Rescue and Sanctuary. Many people believe Ms.
Marlowe is also one of Kimi Peck's 'biggest' money enablers. Through Susan Marlowe's corporation, Ms. Marlowe purchased the formerly licensed and now shut down Burbank Chihuahua Rescue and Sanctuary in Burbank, California. We were also told that Ms. Marlowe participated in 'illegally hiding' dogs for Kimi Peck before Burbank Animal Control did their routine count of Peck's dogs before Peck's mandatory monthly court appearances, after she was charged with 11 criminal violations. Another picture of the Saluki. This time, after much criticizing, Kimi moved the Saluki out of the cage and into a run. You get a better picture of the neglect (nails, skin, etc.) of this Saluki. Too bad you can't get a good smell. Better yet, it's best that you don't. According to one of Kimi Peck's past landlords, Karin Edmondson, this Saluki, along with many other dogs, was also neglected while Kimi Peck was renting the trailer on Karin's property.

As a matter of Kimi Peck's facts, all doggies are lucky to end up with her. Why? Just look at these three cute doggies. I think this picture speaks for itself. Kimi acquired this beautiful and sweet Hybrid Wolf and lucked out that Animal Control officers in Burbank never cited her for it for the months she had the wolf living in this run in her Burbank 'Sanctuary'. Why? Well, according to the laws, Ownership of pure wolves is illegal except by the few people qualifying for a valid permit from Fish and Game - Among the criteria for such a permit are rigid requirements for facilities and experience in raising such animals, along with approval of the USDA. |

According to a study conducted by Tufts University, HARC, "One of the most disturbing trends in animal hoarding cases is that of a person hoarding under the guise of being a legitimate animal shelter, sanctuary, adoption agency, or rescue group. These cases are particulary difficult to resolve because it involves overcoming an entrenched systematic effort to acquire animals, usually with a long history of enabling by a public ill-informed about animal hoarding and easily swayed by claims of good intentions. |

Sometimes these truly remain relativlely solo efforts, with a half-hearted attempt to maintain the facade of a legitimate agency. Other times, the barriers can be more formidable, as occurs when the hoarding is done under the guise of a registered non-profit organization calling itself a sanctuary, retirement home, or no-kill shelter. Of course, all of these can be and often are legitimate activities providing needed services to unwanted animals; each of these activities does and should elicit great sympathy.
Experience has proved that courts, the public and the media have great difficulty distinguishing between legitimate operations where the needs of the animals come first, and those which are smokescreens for institutional hoarding. Finally, the Internet appears to be becoming a vehicle for national, and even international, solicitation for animals. HARC has personal testimony from people seeking to place a special-needs animal lured by an appealing website, only to find a hoarding situation when they happened to visit. There are some general characteristics that should at least raise the suspicion of hoarding:
Unwilling to let visitors see the facilities where animals are kept. Unwilling to say how many animals are actually present. Little effort made to adopt, and much effort focused on acquistion. Continued acquisition in the face of declining care for existing animals. Claims of being able to provide excellent lifetime care for animals with special needs (paralyzed, feline leukemia positive, extreme aggression) without verifiable resources Number and staff and / or volunteers inconsistent with the number of animals. Desire to receive animals at a remote location rather than on-site. |

Both of these pictures were taken from newspaper articles that were printed after these rescuers were involved in separate acts of endangerment to their animals. Kimi Peck was charged with 11 criminal violations leading to a plea bargain that meant she shut down her licensed kennel in Burbank. Cindy Bemis' Kern County 'Sanctuary' caught on fire and many of her animals were killed. Many people feel both of these women and many other 'rescuers' are actually doing more harm to their animals than good. Are these two 501c3 Nonprofit rescuers actually Hoarders?

Filthy dirty crates, many stacked on top of one another, food and water bowls filled with urine and feces. The dogs themselves become filthy dirty living in Peck’s Sanctuary. Wet doggie blankets in cold weather (no heat!) Dogs that never get out of these filthy dirty cages, not even for a short walk. NO RECORDS. Sick dogs that are never seen by a vet. Sick dogs that are treated by Peck’s ‘own remedies’ including leftover bacon from one of Peck’s BLT sandwiches to eliminate seizures and vinegar for mange. Peck taking in many more dogs than she can handle. SUPPORTERS WHO WILL SUPPORT PECK FINANCIALLY BUT WOULD NEVER, IN A MILLION YEARS, ALLOW PECK TO TAKE CARE OF THEIR OWN PERSONAL DOGS (AND HAVE MADE THIS CLEAR)! Dogs that die a long painful death in Peck’s ‘Sanctuary’ and then are immediately ‘taken out’ and buried in some remote location. Dogs that become pregnant because Kimi Peck did not alter them. KIMI PECK BUYING MANY PUPPIES FROM DIFFERENT BACKYARD BREEDERS AND CLAIMING SHE’S DOING THIS TO STOP THE BACKYARD BREEDERS FROM SELLING MORE DOGS???? Kimi Peck stealing dogs from unsuspecting people, ON THEIR PROPERTIES and then refusing to give them their dogs back…then, taking these dogs and sticking them in cages in her ‘sanctuary’ claiming they are now ‘SAFE’!!! HOW MANY MORE CHIHUAHUAS AND OTHER ANIMALS NEED TO BE SUBJECT TO PECK’S INSANE REALITY OF A SANCTUARY AND A RESCUE?!?!?

He spent his days and nights at Chihuahua Rescue and Sanctuary wondering why he was there AND SUFFERING. His poor old body had dried up feces and urine stuck to it. As a matter of fact, sadly, just four days before his death, a loyal volunteer gave Igor a much needed bath because Maggots were actually present on this dog's body.
